This is how you do it:

Weave the lace ribbons into the net and secure them at the ends as you go along.

Sew a thin lace border on both of the long sides with narrow zigzag stitches.

Sew the wide lace border on both ends with narrow zigzag stitches.

Sew on the thin lace border in a similar manner.

Crochet the flowers with silk yarn. Secure the ends.

Also, make tassels with the silk yarn.

Gather the scarf a little in two places and sew on a flower with a sewing needle.
